A Lake Tapps investment property is really two businesses sharing one house. From mid-April through September it can work as a summer vacation rental on a full reservoir. The rest of the year it is a high-priced home in a quiet lake community, and the long-term case rests on land and water that cannot be reproduced.

The short answer is that the lake can support a vacation rental, but the rules, the calendar and the HOA decide far more than the view does.

Start with what it costs to buy in. Lake Tapps' median sale price was $960,000 for the three months ending August 2026, per Redfin market data. That is up 3.8 percent from a year earlier. Seventy homes sold in August, up from 45 the August before.

The price per square foot figure deserves a second look. A median that rises while price per foot falls 21 percent usually means the mix changed, with a different blend of home sizes and water tiers selling this summer. It does not mean a given waterfront house lost a fifth of its value. Can You Run a Lake Tapps Vacation Rental Legally?
In most of Lake Tapps, yes, with conditions. Much of the community sits in unincorporated Pierce County, so the county code governs. Pierce County Code 18A.37.040 allows a vacation rental in a legally established single-family home or accessory dwelling when stays run under 30 days and these conditions are met:
- No more than five guest rooms.
- Two guests per bedroom, and never more than ten guests at a time.
- Guests get written information showing where to park.
- You notify every directly adjacent property owner that the vacation rental exists.
- You give each renter the county's Good Neighbor brochure on vacation rental etiquette.
- You file a Vacation Rental Affidavit with Pierce County Planning and Public Works. It lists your intent, a phone and email contact for you or your manager, and every website where the home is advertised.
Exceed any of those limits and the use needs a Conditional Use Permit instead. Rentals of 30 days or longer fall outside this section entirely. One detail investors like is that, unlike the county's bed and breakfast rule, the vacation rental rule does not require the owner to live on the parcel.
Jurisdiction is the first thing to confirm. Some Lake Tapps shoreline sits inside Bonney Lake city limits, where the city's code applies instead of the county's. When I searched the Bonney Lake Municipal Code this month, I did not find a standalone short-term rental chapter. In 2025 a draft of the city's accessory dwelling ordinance proposed barring ADUs from short-term rental use. That language did not appear in the ordinance the council adopted, Ordinance 1737, which took effect June 22, 2025. Codes change, so confirm the parcel's jurisdiction and the current rules with the city before you rely on either.
Washington's Short-Term Rental Rules for Lake Tapps Owners
State law sits on top of the local rules. Chapter 64.37 RCW defines a short-term rental as lodging for fewer than 30 consecutive nights, and it puts several duties on the operator:
- Taxes. RCW 64.37.020 requires you to remit applicable state, local and federal taxes, unless the booking platform collects and remits them for you.
- Insurance. RCW 64.37.050 requires primary liability coverage of at least $1 million for the unit, or operating through a platform that provides equivalent coverage.
- Safety. RCW 64.37.030 requires a contact who is reachable during every stay and working carbon monoxide alarms. You must also post the street address, emergency numbers, a floor plan showing exits, and the maximum occupancy.
The insurance line surprises people. A standard homeowners policy on a lake house is written for an owner living in it, not for paying guests. Get the short-term rental coverage quoted before you write an offer, because on a waterfront home with a dock and watercraft it can move the numbers.
Does the HOA Allow a Lake Tapps Investment Property to Rent Short Term?
This is where most Lake Tapps vacation rental plans stall. The county may allow the use, but a homeowners association can still prohibit or limit it through its recorded covenants. Some Lake Tapps communities permit long-term leases but ban stays under 30 days. Others set minimum lease terms or cap how many homes can be rented at once. A few leave it open.
Treat the covenants and the association's resale certificate as the only answers that count. A listing remark saying rentals are allowed is not a covenant. Cascade Water Alliance holds the recreational full pool of 541.5 to 543 feet from April 15 through September 30. The fall and winter drawdown begins November 1 and takes the lake down to roughly 538 to 539 feet for dike maintenance and storm protection.
For a Lake Tapps investment property run as a vacation rental, that calendar is the business plan. April 15 through September 30 is 169 nights. Those are the nights when the dock, the swim beach and the boat are the reason a guest books. Outside that window you are competing as a quiet lake house with mountain views, which is a smaller and more price-sensitive market.

Lake Tapps Investment Property as a Long-Term Rental
The long-term rental case is the more conservative one, and the math is thin. Zillow's typical rent for the 98391 ZIP code, which covers Bonney Lake and much of Lake Tapps, was about $2,639 a month in August 2026, up 6 percent in a year. The typical home value there was about $669,800, essentially flat. That is a gross yield of about 4.7 percent.
Now apply that yield to the $960,000 Lake Tapps median. To match the ZIP code's 4.7 percent, a Lake Tapps investment property at that price would need roughly $3,780 a month in rent. Lakefront homes do rent above the ZIP average, but you need leased comps on comparable waterfront, not asking rents, before you trust that number. Gross yield also ignores taxes, insurance, dock upkeep, HOA dues and vacancy.
Two Washington rules shape a long-term lease. The Department of Commerce set the 2026 maximum rent increase at 9.683 percent for most tenancies under RCW 59.18.710, and 10 percent for 2027. No increase is allowed in the first 12 months of a tenancy, and an increase needs at least 90 days of written notice. The cap is not the constraint here, since local rents are rising well under it, but it belongs in your plan.
Where the Long-Term Value in Lake Tapps Comes From
The honest case for a Lake Tapps investment property is scarcity, not cash flow. The shoreline is finite, and nobody is making more of it. Cascade Water Alliance bought the reservoir from Puget Sound Energy in December 2009 as a future municipal drinking water supply. It owns the lake bed and shoreline up to the 545-foot elevation line.
That ownership cuts both ways. It means the lake is managed on a public schedule rather than left to chance. It also means any dock, lift or bulkhead change needs a Cascade license on top of county and state permits. So the long hold looks like this. You get modest rental income, seasonal upside if the covenants allow short stays, principal paydown, and ownership of a scarce piece of shoreline. How you finance it is a conversation for a lender. My side is the property, the rules and the rent.
A Lake Tapps Investment Property Due Diligence Checklist
- Confirm the jurisdiction. County or Bonney Lake city decides which short-term rental rules apply. Check the parcel record, not the mailing address.
- Read the covenants and resale certificate. Look for bans on stays under 30 days, minimum lease terms and rental caps.
- Check the water frontage. Deep-water frontage, a shallow cove and a water-view lot rent very differently, especially after the November drawdown.
- Verify the dock. Confirm it is licensed and permitted before you market it to guests.
- Price the insurance. Get a short-term rental quote that meets the $1 million state minimum.
- Count the bedrooms against the county limit. Five guest rooms and ten guests is the ceiling before a Conditional Use Permit.
- Underwrite the summer only. Run the numbers on the 169-night full-pool season and treat the rest as upside.
