Puyallup new construction is busy this fall, but almost none of it sits inside the city. Here is where the builder developments are, what they cost, and what to expect once you sign.
Puyallup new construction is concentrated outside city limits. Of 25 builder communities advertised with a Puyallup address in October 2026, none mapped inside the City of Puyallup. They fall in four school districts, with advertised prices from about $500,000 to just under $1 million.
That one fact changes most of what a buyer needs to check. A Puyallup mailing address does not tell you which government issues the permits, which school district serves the home, or who provides the water. As a result, two new homes ten minutes apart can share a postal city and almost nothing else.
I have spent ten years helping buyers across Pierce County, and builder communities are where I see the most assumptions go unchecked. Below is the map I would draw for you before your first model-home visit, with the source for each figure.

Where Is Puyallup New Construction Actually Being Built?
Most of it is being built on the edges of South Hill and in the unincorporated areas around it. The permit record shows why. According to the U.S. Census Bureau's Building Permits Survey, the City of Puyallup issued permits for 25 single-family homes in all of 2025, and 10 the year before. In contrast, unincorporated Pierce County issued 1,331 in 2025.
The city is building, just not many detached houses. That same 2025 report shows 308 units permitted in Puyallup in buildings of five or more units. So inside the city, new housing mostly means apartments, plus the occasional infill lot or small short plat in an established neighborhood.
The large subdivisions need land, and the land is south and west. On South Hill, the city limits end around 47th Avenue SE, which is 120th Street East in county addressing. Everything beyond that line is unincorporated Pierce County, even though the mail still says Puyallup.
To check this myself, I ran the map location of each of the 25 builder listings through the Census Bureau's geocoder. Thirteen landed in the South Hill area, three in Frederickson, two each in Summit and Summit View, one in North Puyallup, one in Graham, and three in the City of Edgewood. Not one landed in the City of Puyallup.
Why the City Line Matters to a Buyer
Outside the city, permits and inspections run through Pierce County Planning and Public Works instead of the City of Puyallup. Law enforcement is the Pierce County Sheriff. Water comes from one of several purveyors depending on the street, and garbage service is split between haulers. None of that is a problem. It simply means the questions you ask, and the offices you call, are different from what the address suggests.
Which Builders Are Selling Puyallup New Construction Right Now?
National and regional builders are both active in Puyallup new construction. The list below covers communities that showed advertised pricing on October 7, 2026. Builders change prices and release lots often, so treat this as a dated snapshot.

Uplands, on the Southeast Edge of South Hill
Uplands is the largest cluster. Four builders show pricing there now, and D.R. Horton lists its own Uplands section as coming soon. Lennar describes more than 24 acres of parks and green space, along with a clubhouse, pool, fitness center, and pickleball courts. Because several builders share one community, you can compare floor plans, lot sizes, and incentives without leaving the neighborhood.
The Sunrise Edge
KB Home has two communities next to the Sunrise master plan, Liberty Ridge at Sunrise and Sunrise Heights. They sit close to the boundary between the Puyallup and Orting school districts, so this is the pocket where I would verify the district lot by lot.
Canyon Road, Frederickson, and Summit
West of Meridian, D.R. Horton's Scarlett's Landing and Torrey Farms sit just off Canyon Road. Farther south, Seasons and Dell Vista map to Frederickson. Meanwhile, Trumark's Three Cedars and Thornwell are in Summit, northwest of South Hill. All of them carry a Puyallup address.
Which School District Comes With a Puyallup New Construction Address?
It depends on the lot, and the address will not tell you. This is the detail that surprises buyers most. D.R. Horton's own page for Scarlett's Landing lists Collins Elementary, Ford Middle School, and Franklin Pierce High School. Likewise, its Rainier Ridge community, now sold out, listed Graham-Kapowsin High School, which is in the Bethel district. Both are Puyallup addresses.
Across the 25 listings, 13 mapped to the Puyallup School District, six to Orting, four to Bethel, and two to Franklin Pierce. I am not ranking those districts, and I would not. The point is simply that you should know which one you are buying into before you choose a lot. Each district publishes a boundary or school-finder tool, and the Pierce County parcel record shows the taxing districts for any address.

What Does Puyallup New Construction Cost?
Advertised prices in the communities above run from $499,900 to $994,953, and most of the ranges overlap between about $600,000 and $750,000. Redfin's Puyallup new homes page showed 122 new homes for sale on October 7, 2026, at a median list price of $622,000.
For comparison, the median sale price for all Puyallup homes was about $549,000 for the three months ending August 2026, according to Redfin. That puts the typical new-home asking price roughly $73,000, or 13 percent, above the typical closed sale. The two figures are not a perfect match, since one is a list price and the search area differs. Still, they show the size of the premium for a home nobody has lived in.
Where the Flexibility Usually Is
With Puyallup new construction, builders tend to protect the base price of a plan and give ground on finished homes. For example, Lennar advertised its Briarwood plan at Uplands from $594,950 on October 7, while a completed Briarwood homesite was listed at $554,950. In other words, a move-in-ready home that the builder wants off its books is often the place to ask for more.
Incentives are frequently tied to the builder's affiliated lender. Whether that offer beats your other options is a question for a loan officer, so I suggest getting a second quote and letting the lenders compete.
Costs Already Inside the Price
Builders pay impact fees when they pull a permit, and those fees are part of what you pay for the home. The Puyallup School District's published 2025 rates list the single-family school impact fee at $4,580 in the City of Puyallup, $4,595 in unincorporated Pierce County, and $3,500 in Edgewood. You will not see that as a line on your settlement statement, but it helps explain why new homes carry a floor price.

A Puyallup new construction purchase runs on the builder's contract, not the standard forms used for resale homes. Here are four things I walk every buyer through.
The Seller Disclosure Is Often Waived
Washington's seller disclosure law does not exempt builders. RCW 64.06.010 lists the transfers that are exempt, and new construction is not among them. However, the same statute lets a buyer expressly waive the disclosure statement, and many builder contracts include that waiver. If any answer in the Environmental section would be yes, that section cannot be waived. So read what you are being asked to give up.
Your First Property Tax Bill May Be Low
Under RCW 36.21.080, the county assessor values new construction as of July 31 each year and can add it to the rolls through August 31. Consequently, a home finished after that date can be taxed on the land, or on a partly built house, for its first year. The bill then rises once the completed home is assessed. The Warranty Is a Contract, So Read It
Each builder writes its own warranty, with its own coverage periods and claim process. Separately, RCW 4.16.310 generally bars construction claims that have not arisen within six years of substantial completion. I am not an attorney, and a real estate attorney is the right person for questions about your rights. My practical advice is simpler: report every issue in writing, and do it before each warranty period ends.
Inspect a New Home Anyway
A county inspector checks for code compliance, which is different from checking workmanship. Therefore, I recommend an independent inspector before drywall if the builder allows it, again before closing, and once more near the end of the first year.
